Reciprocal linking without proper attribution for the links is considered to be a link manipulation practice that violates search engine guidelines and can result in a manual or algorithmic penalty. Reciprocal links should be tagged with the nofollow link attribute (rel=nofollow) to avoid any ranking suspensions.
